On May 20, 2008, the Illinois Commerce Commission held a public forum to collect commentary concerning the federal standard on interconnection, as proposed by the ICC staff (see Case # 06-0525, document dated 4/25/08, Staff’s Initial Verified Comments, Appendix A).
On March 26, 2008, the ICC issued an interim order which adopted an “emergency rule” for interconnection, as proposed by the ICC staff on March 11, (see Case # 06-0525). The ICC is required to develop an interconnection standard, per legislation (S.B. 0680). The emergency rule is being implemented as of April 1, 2008 to ensure that the net metering rule (see below) can be properly implemented.
On May 7, 2008, the ICC issued its final net metering order (see Case # 07-0483, Final Order and Appendix). The highlights of this new rule were discussed in the April 2008 Connecting to the Grid. This rule satisfies legislation enacted in August 2007, S.B. 0680, which required all electricity providers, except munis and coops, to offer net metering to all customers.
