DC PSC Issues Notice of Proposed Rulemaking for Net Metering

DISTRICT OF COLUMBIA – On April 3 the District PSC issued a Notice of Proposed Rulemaking to amend D.C.’s net metering regulations in accordance with 2008’s Clean and Affordable Energy Act. This act increased the net metering-eligible system size limit from 100 kW to one MW.

It appears the proposed rules specify that different billing terms may apply to systems over 100 kW. Systems of 100 kW and under will accrue net excess generation (NEG) at the full retail rate. Systems over 100 kW (and up to 1 MW), however, will accrue NEG at the generation rate applicable during the billing period in which the generation occurred. Utilities must offer a standard net-metering contract approved by the PSC. Interested parties may submit written comments on these proposed rules within thirty days, and reply comments within forty-five days after publication of the notice in the April 3 edition of the D.C. Register.
