In April 2009 the Gallup, New Mexico City Council authorized the adoption of a net metering policy. The Gallup Joint Utilities Division (GJU) recently released the corresponding interconnection and net metering terms and contract for systems using non-carbon-based fuels up to 10 kW.
Under these terms, customers must have completed an Interconnection application and agreement before they are allowed to net meter, and all systems must have proper certification from the standard national testing labs (UL, IEEE). The customer is responsible for all service entrance and meter upgrades necessary to conduct NM and must have an external disconnect switch installed on the system.
Gallup’s net metering terms allow a month-to-month rollover of net excess generation at the retail kilowatt-hour rate. Additionally, the utility may, at its discretion, purchase annual NEG at the avoided cost rate. The customer must indemnify the utility against any potential damages incurred as a result of the interconnection.
