Virginia finalizes Net Metering Order

On April 13, 2010 the Virginia Corporation Commission adopted final rules amending the state’s net metering regulations. These rules 1) authorize utilities to raise the capacity limit for nonresidential net metering customers beyond the current limit of 500 kW; 2) permit customers who are on time-of-use tariffs that have demand charges to participate in net metering; and 3) provide that a net metering customer owns any renewable energy certificates (RECs) associated with generation and provides them with a one-time option to sell RECs to the utility. The Virginia, Maryland & Delaware Association of Electric Cooperatives, Virginia Power, and the IREC participated in this proceeding.
