Massachusetts Improves Net Metering for Government Facilities

On October 15, the Massachusetts legislature enacted H.B. 2058 which included a slight modification to the state’s net metering law in regard to government facilities. The law provides a new definition for Net metering facility of a municipality or other governmental entity, specifying it as a Class II or III net metering facility (1) that is owned or operated by a municipality or other governmental entity; or (2) of which the municipality or other governmental entity is assigned 100% of the output.
The law also increases the capacity for these government facilities, allowing the aggregate participation to reach 2% of the distribution company’s peak load (other systems have an aggregate limit of 1%). The individual system capacity allowed for a government entity is 10 MW, compared to 2 MW for other types of systems.
