On June 2, 2008, Governor Jodi Rell enacted a bill (HB 5600) which requires the state Department of Environmental Protection (DEP) to devise strategies to reduce GHG emissions by 10 percent below 1990 levels by 2020 and 80 percent below 2001 levels by 2050. This bill also establishes a Climate Change Impacts Subcommittee which will make recommendations to the legislature about ways to mitigate GHG emissions. And, finally, this bill requires the state DEP to work with other states and Canadian provinces to develop a cap-and-trade program for GHG credits. This final objective will likely be achieved through Connecticut’s existing commitment to the Regional Greenhouse Gas Initiative.
