DC – Increases System Limit for Net Metering

In late September 2008 the U.S. Congress passed an emergency version of the District’s Clean and Affordable Energy Act of 2008. This bill contains a provision that increases D.C.’s net metering limit from 100 kW to 1MW. Council bill 17-492 passed through the Council on July 1 and was signed by Mayor Fenty on August 4. The bill then went to U.S. Congress on September 7 for its final stage of approval. The bill officially becomes law on October 6 and will be posted to the D.C. Register that week. Also included in this bill are major revisions to the District’s Renewable Portfolio Standard and Reliable Energy Trust Fund, and the creation of a declining-scale renewable energy rebate program.
