On June 23, 2008, Delmarva Power, a subsidiary of Pepco Holdings, Inc., announced a 25-year purchase power agreement with Babcock and Brown to buy 200 MW of power from what is likely to be the first off-shore wind farm in the U.S. The facility, which will be built by Babcock and Brown’s subsidiary, Bluewater Wind Delaware, is expected to be operational by 2012. On June 25, 2008, Delaware Governor Ruth Ann Minner signed S.B. 328, which encourages Delmarva to execute long-term purchase power agreements with off-shore wind developers, creates a significant renewable energy credit for the life of the wind contract, and spreads the cost of the contracts to Delmarva’s entire customer base, rather than to just their standard offer service customers.
