FLORIDA – LCEC, a cooperative in Southwest Florida recently announcedthat net metering will soon be available in their service territory. In compliance with the Florida Statute, the LCEC Net Metering program development was recently finalized and is pending approval by the Florida Public Service Commission. Upon approval, the program will offer customers the option of a standard interconnection agreement for renewable energy generation systems at a home or business. All net-metered systems must meet applicable safety and performance standards established by the National Electric Code, the Institute of Electrical and Electronics Engineers, and Underwriters Laboratories. Excess energy rolls forward each month and net metering customers will receive credit for any leftover kWh at the end of the calendar year, based on LCEC’s purchase power cost for the prior year. Based on the LCEC’s net metering webpage it appears that net metering will be available for three tiers of system sizes, up to one MW: Tier One (0-10kW); Tier Two (>10kW – 100kW) and Tier Three (>100kW – 1mW). These websites provide links to rate information as well as interconnection applications and agreements.
This action came as a result of a June 2008 bill, H.B. 7135, which required municipal utilities and electric cooperatives to “develop a standardized interconnection agreement and net metering program for customer-owned renewable generation” by July 1, 2009.
