On April 12, Maryland Governor Martin O’Malley signed Senate Bill 271 into law. This law specifies that certain types of hydro-electric generating facilities are eligible for net metering in the state. Specifically, it defined and included “closed conduit hydro” into the mix of eligible net metering facilities. This is a type of facility that generates electricity within existing piping (or limited adjacent piping) of a potable water supply system, owned by a municipality. The facility must be designed to produce less energy than is consumed by the water supply system.
