MICHIGAN – PSC Adopts Federal Net Metering Standard

On August 6, 2008, the Michigan Public Service Commission adopted the federal net metering standard (see Case U-15316, final order). Previous to this order, net metering was a voluntary offering for the Michigan utilities, with the only requirements being that the generator was sized to meet customer load and that the aggregated net metering capacity did not exceed the greater of 100 kW or 0.1 percent of each utility’s peak system demand. This final order requires Michigan’s investor-owned utilities to offer net metering. It should be noted, however, that this order does not provide any details such as the maximum individual, or aggregated, generator capacity eligible for net metering or the value of the net metering credit. Each investor-owned utility is required to file a new net metering tariff by December 31, 2009.
