On September 25, the Michigan Public Service Commission (PSC) issued an order and opportunity for comment regarding the state’s rules governing net metering and interconnection. This order is a continuation of a document review process that began in September 2009. In previous comment periods, several commenters raised general concerns that the interconnection procedures and forms, particularly for small Category 1 projects, are as complex as might be encountered interconnecting a large commercial project. The documents have been revised according to comments received by participants in the ongoing docket.
The PSC issued the September 25 order to provide an opportunity for final comments on, the following documents: (1) revised interconnection net metering applications (separate and combined) for Category 1 projects (Attachments A, B, and C to the order); (2) revised interconnection and net metering applications (separate and combined) for Category 2 projects (Attachments D, E, and F); (3) a common interconnection agreement to be used for both Category 1 and Category 2 projects (Attachment G); (4) revised Category 1 interconnection procedures, including the process flow diagram for Category 1 projects (Attachment H); and (5) revised Category 2 interconnection procedures, including the process flow diagram for Category 2 through Category 5 projects (Attachment I). Later this year, the Commission will issue a second order addressing revisions to documents for Categories 3, 4, and 5 projects.
Interested parties may submit written or electronic comments regarding the proposed interconnection procedures and forms by October 30, 2012.
