MISSOURI –On October 30, the Missouri Public Service Commission (PSC) amended its existing net metering and interconnection rules, establishing guidelines for customers of investor-owned electric utilities who have the ability to generate renewable energy (see Docket # EX-2008-0280). These rules implement provisions of the Net Metering and Easy Connection Act which was part of Senate Bill 54. Under the amended rules adopted by the PSC, Missouri investor-owned electric utilities are required to permit qualified interconnection to customers with systems up to 100 kilowatts in capacity who generate electricity using wind, solar-thermal, hydroelectric, photovoltaics and fuel cell resources. There was only one major departure from the originally proposed rules. The order kept the liability insurance requirement at $100,000 for systems of 10 kW or less but increased the insurance requirement to $1,000,000 for systems over 10 kW.
