NEVADA – On November 20 the Public Utilities Commission of Nevada (PUCN) adopted a draft order (See Docket 07-06024) which effectively ruled that third party systems are allowed to net meter and the contractual relationship between the third party owner and the customer is beyond the reach of the PUCN. Under this ruling it was also determined that third party owners may not legally be considered utilities.

The PUCN noted in its comments that allowing third party ownership of net metered systems is consistent with the policy goals of the state of Nevada to: 1) encourage the development of and private investment in renewable energy resources, 2) stimulate economic growth in Nevada and 3) enhance the diversification of energy resources.
