On June 1, 2011, Governor Andrew Cuomo signed into law Assembly Bill 6270. This legislation broadens the opportunity for New Yorkers to install on-site renewable energy generating systems by allowing the use of remote net metering.
With the enactment of this legislation agricultural utility customers who install solar energy or farm waste systems may combine meters on properties they lease or own, for the purposes of net metering. Additionally, non-residential customers who operate wind generating systems may also engage in remote net metering. The properties must all be in the same service territory and load zone of their utility but they do not have to be contiguous properties.
The utility must first credit net excess generation to the meter with the highest use, then subsequent highest use meters after that. Any excess credits will be carried over to the following month.
