NEW YORK– On October 20, the New York PSC issued an order requiring New York State Electric and Gas Corporation (NYSEG) and Rochester Gas and Electric Corporation (RG&E) to file documents that clearly define their methods for performing economic deliverability studies for interconnecting generators. Specifically the DPS asked for a detailed look at the process and scope for Generator Energy Deliverability Studies so that they might consider whether to approve a study methodology not only for use by NYSEG and RG&E but also for use by developers proposing renewable generation projects in other parts of the state. The Commission hopes to evaluate the information for the following purposes:
- To assist in determining the expected operating impacts of a proposed renewable generation project as part of the decision whether to grant a certificate of public convenience and necessity (CPCN);
- To obtain information as to where congestion is likely to develop in the future to help direct requests for transmission studies; and
- To consider incorporating the study results into the evaluation of projects for renewable portfolio standard (RPS) payments in the event of a new auction.
