NEW YORK – ConEdison has filed with the Public Service Commission (PSC) of New York proposed changes to its electric rate schedule for net metering. Recent legislative changes extend net metering to non-residential solar electric generators and to non-residential wind electric generators of up to 2 MW. The laws also increase, for other customers, the nameplate rating of equipment eligible for net metering: residential solar and residential wind electric generators (increased from 10 kW to 25 kW); farm waste (increased from 400 kW to 500 kW); and farm wind (increased from 125 kW to 500 kW).
To comply with changes in the law, ConEdison proposed modifications to Rider R – Net Metering for Customer-Generators, and to various other tariff leaves. Interestingly, ConEdison has also proposed that inverter-based solar electric systems up to 200 kW may interconnect to the grid without a prerequisite site-specific study. ConEdison also proposed eliminating the two-meter option for applicants who are billed at non-demand rates and the two-meter requirement for applicants who are billed at demand rates. The filing, which is subject to Department of Public Service (DPS) review and approval, is proposed to become effective on February 5, 2009.
