WISCONSIN: Focus on Energy Renewable Energy Programs Available

Focus on Energy announced new renewable energy programs, including a program for Wisconsin businesses that includes support for small wind projects. The residential program does not. Both renewable energy programs are in accordance with the Public Service Commission’s order issued at the end of April, which stated guidelines for Focus on Energy’s renewable energy programs. On April 27, 2012 the Public Service Commission of Wisconsin established the following requirements for the inclusion of renewable energy technologies in Focus on Energy’s portfolio of programs:
1. An annual budget cap of $10 million for renewable energy incentives.
2. In 2013, 2014 and 2015, 75 percent of renewable incentives are to be used for biogas, biomass and geothermal projects and 25 percent of incentives are to be used for solar thermal, photovoltaic and wind projects.
3. Starting in 2013, the Renewable Energy Program cannot reduce Focus on Energy’s portfolio energy savings by more than 7.5 percent compared to an efficiency-only program.
4. Starting in 2013, Focus on Energy must maintain a benefit to cost ratio of at least 2.3.
Focus on Energy designed new programs to meet these criteria, the Renewable Energy Competitive Incentive Program for businesses, and the Residential Renewable Energy Program for homeowners.
Renewable Energy Competitive Incentive Program for Businesses
Focus on Energy is issuing a Request for Proposals (RFP) for renewable energy projects in businesses. The Renewable Energy Competitive Incentive Program provides incentives for renewable energy systems installed at Wisconsin businesses. Through this program, Focus on Energy offers financial support to the most cost-effective renewable energy projects located at eligible facilities. The following renewable energy technologies are eligible: Biomass, Biogas, Geothermal technologies, Solar Photovoltaic (PV), Solar Thermal, and Wind. Residential Renewable Energy Program for Homeowners
At the same time, Focus on Energy announced that homeowners can receive Cash-Back Rewards for certain renewable energy home systems. Cash-Back Rewards will be available for solar electric (PV), solar hot water, and geothermal heat pumps, but not small wind systems.
