Xcel is now accepting proposals for large-scale photovoltaic (PV) solar projects totaling up to 100 MW to be installed by Dec. 31, 2016, prior to a reduction in the federal Investment Tax Credit for solar. Specifically, the utility is looking for generation from projects having a combined capacity of 5 MW-AC or larger. Xcel is looking to fulfill the requirement through a Power Purchase Agreement with an interest in partnering in the ownership of the project through an affiliate. A copy of the RFP and other important documents can be found here. Proposals are due June 20, 2014 and will be evaluated through mid-August. Any resulting PPAs will be submitted to the Minnesota Public Utilities Commission (MPUC) for approval around late October, with an MPUC decision expected by early 2015 and construction expected to commence shortly after MPUC approval.
