Puerto Rico Resilience Hubs Request for Proposal
The Interstate Renewable Energy Council (IREC), with the support of the University of Puerto Rico–Mayaguez, is pleased to publish this Request for Proposals (RFP) for the installation of five solar-plus-storage resilience hubs in five underserved communities in Puerto Rico.
In 2024, IREC installed resilience hubs in five communities. This 2025 RFP is for the second part of a multi-year commitment from the U.S. Department of Energy to provide basic energy resilience to hundreds of communities across Puerto Rico. The next community sites are planned for (1) San Diego, Coamo; (2) Rubias, Yauco; (3) Quebrada Arenas, Caguas; (4) Castañer, Lares; and (5) La Perla, San Juan. We have aimed to make this process as user-friendly as possible for solar companies. Please note several important details about this Request for Proposal:
- The proposal must be submitted through our online application form, which will collect written answers and attachments. The form can be viewed by clicking the button below, “Submit a Resilience Hub Proposal.”
- Applications written in Spanish are strongly preferred.
- IREC prefers to select one Contractor to complete the resilience hub projects in all five communities listed above. Contractors are encouraged to submit proposals with plans for all five sites. However, IREC will consider Contractors who apply for fewer than five sites, and may hire more than one Contractor to complete these projects.
- Please read the Important Project Design Information section below for details on each of the five project sites before preparing your proposal.
- Payments for project milestones can be generated within 14 days of verified invoicing.
- The deadline for submitting the proposal is 11:59 p.m. Atlantic Standard Time (AST) on May 30, 2025.

IREC provided an overview of the Request for Proposals, detailed information about the communities, proposal requirements, timelines, and evaluation criteria.
