The Interstate Renewable Energy Council (IREC), with the support of the University of Puerto Rico – Mayaguez, is pleased to publish this Request for Proposal for the installation of five solar-plus-storage resilience hubs in five underserved communities in Puerto Rico. This is the first part of a multi-year commitment from the U. S. Department of Energy that has the potential to provide basic energy resilience to hundreds of communities across Puerto Rico.

We have aimed to make this process as user-friendly for solar companies as possible. Please note several important details about this Request for Proposal: 

  1. The proposal should be submitted through our online application form, which allows bidders to submit answers and include attachments. The form can be viewed by clicking the button below that says “Fill Out Request for Proposal Application Form.”
  2. Solar companies can submit their proposal application in either English or Spanish. 
  3. Please refer to the Important Project Design Information section below, for details on each of the project sites. We strongly recommend that you review the document for the project site(s) you are applying for in detail prior to submitting your application.
  4. The payments schedule for the different milestones in the project can be generated in 14 days with verified invoicing.
  5. The deadline for submitting the proposal is 11:59 p.m. AST on May 29, 2024.
